On November 14, 2018 the akimat of Kostanay oblast held a meeting with the participation of the Chairman of the Board of Directors of "NC "Kazakhstan Temir Zholy" JSC Kanat Alpysbayev and akim of Kostanay oblast Arkhimed Mukhambetov on the issues of shipment and transportation of agricultural goods by rail.
The meeting, which was attended by the heads of departments of the NC KTZ JSC, representatives of grain trading, forwarding companies and agricultural enterprises, presented the results of the transportation of socially important cargoes for October and 10 months of 2018.
Kostanay oblast is one of the main regions of grain loading and grinding products in Kazakhstan. The average annual grain exports in recent years amounted to 1.2 million tons and 800 thousand tons of flour.
Since the beginning of 2018, more than 3 million tons of grain have been loaded here, which is 34% more than in the same period last year. At the same time, more than 2 million tons were exported, which is 77% higher than in 2017. In October alone, 68 grain routes were formed and sent from Kostanay oblast to the countries of Central Asia, China, Afghanistan.
Export volumes were significantly increased in all key areas compared to the same period of 2017. Throughout the season, traders are potentially ready to export grain to the countries of Central Asia, Afghanistan, Iran, and Turkey. As of November 2018, Kazakhstan consignors declared more than 2.4 million tons of grain, 2 million tons of which were for export.
The meeting noted the need to develop joint activities that contribute to better arrangement of cargo transportation, taking into account the infrastructure constraints of neighboring railway administrations, transshipment capacities of grain terminals of Kazakhstan ports, significant losses in the turnover of railcars and, as a result, loading resources.
Currently, NC KTZ JSC has carried out work on securing the rolling stock in oblasts, attracting an additional fleet of cars, arranging the transportation of grain in containers, routing carriage flows in directions, regulating the tariff policy with granting additional preferential terms.
1989 wagons were assigned to Kostanay oblast to ensure exportation of export volume.
The meeting participants discussed problematic issues that negatively affect the organization of the shipment and transportation of agricultural products and outlined ways to solve them.
Following the meeting, "NC "Kazakhstan Temir Zholy" JSC and the akimat of Kostanay oblast signed a Memorandum of understanding and cooperation. The document is aimed at improving the efficiency of the arrangement of transportation of agricultural goods by rail.
Within the framework of the Memorandum, it is planned to provide monthly reception and transportation of cargoes of agricultural enterprises of oblast in the amount of not less than 450 thousand tons of grain and 200 thousand tons of grinding products.
